If you buy a deck there’s always a chance to get a loot card but definitely not guaranteed. Loot cards are pretty rare so your chances are even slimmer of getting what you want. People that have them either are extremely lucky (maybe not so lucky depending on how many cards they bought); bought the specific card from ebay (spectral tiger alone goes for several hundred); or perhaps paid with in-game gold for someone who offered it on the forums or something.
SHORT ANSWER, slim chance but probably not if you’re just buying random TCG decks.
