Warhammer painting help.?

It seems that no matter what i do i can not get GW paint to stick to metal figures.
heres my process:

-I prime the metal figure with chaos black spray paint.
-I wait 5 mins and then do another layer of primer.
-I wait one min, then add my first layer of paint.
-I then add a dry brush of a different color to first layer of paint.
-i wait 10 mins, take my figure nail to the paint and it scratches the paint off, leaving a silver metal hole where the paint used to be. It even takes off the black primer.

can someone suggest what might be wrong? Thanks

Your not giving the primer enough time to dry. Try a few hours at least, so it really sets in. And even then I don’t know if it could hold up against being scrapped off by your nail. But your just not giving it enough time to dry most likely.
